Although its rumored, there are sources that have reported that South Africa President Zuma has passed a law that will not only counsel and mediate people who are tested and diagnosed with HIV +, but will tattoo their genital areas. What if this was true and brought to the states? Is this a solution for the widespread epidemic of the HIV outbreak?
